Membership Policy

(Adopted by the Board of Directors; sits alongside the Bylaws)

1. Purpose

This Membership Policy provides guidance for welcoming, supporting, and confirming membership in the California Drums Alaska Native Dance Group, consistent with the Organization’s Bylaws and Cultural Protocol and Practice Guidelines (Appendix A).

2. Guiding Principles

Membership in California Drums is grounded in respect, humility, relationship, and cultural responsibility. Participation does not confer cultural ownership or authority. Cultural guidance is provided by recognized culture-bearers, Elders, and knowledge holders.

3. Admission Process

Individuals interested in joining may be invited to:

• Complete a membership application; and
• Participate in practices or activities during a learning or trial period.

The purpose of this process is to support mutual understanding of expectations, responsibilities, and cultural protocol.

4. Learning or Trial Period

The learning or trial period:

• Is non-voting in nature;
• Allows both the individual and the Organization to assess respectful participation and good fit;
• Emphasizes learning, observation, and relationship-building.

The length and structure of the trial period shall be determined by the Board and may vary depending on circumstances.

5. Membership Categories

Upon completion of the learning or trial period, individuals may be recognized as:

• General Members, who may participate in practices and activities; or
• Voting Members, as defined in the Bylaws, based on eligibility criteria related to cultural stewardship and lineage. (Tribal enrollment/membership card; CIBD; tribal letter from council; genealogical and/or vital records)

6. Cultural Information and Lineage

Information regarding cultural background or lineage is voluntary and shall be treated with respect and confidentiality. Such information is used solely for purposes of cultural protocol, stewardship, and determining eligibility for voting membership or leadership roles.

7. Conduct and Accountability

All members are expected to follow the Cultural Protocol and Practice Guidelines and to conduct themselves in a manner that upholds the dignity of the songs, dances, regalia, and communities represented. Concerns regarding conduct shall be addressed by the Board in consultation with cultural advisors, as appropriate.

8. Review and Updates

This Membership Policy is a living document and may be reviewed or updated by the Board as relationships, teachings, and community needs evolve. Updates shall be shared with the membership.
